The techniques instructed in these courses are currently in use by numerous law enforcement agencies. Personal control and survival techniques, whether armed or unarmed, are among the arsenal of combative skills enhanced through training. Upon completion the student will have the ability to develop proficiency through dedicated, focused practice of the techniques taught.  Throughout the training program the Use of Force Continuum will be discussed pertinant to the technique being taught so that students will understand when and how to properly employ "reasonable and necessary" force.

The methodology of training used by Recovery Agent Training Service is identical to that used by the Washington State Criminal Justice Training Center, beginning with explanation of the techniques to be learned, followed by demonstration, execution, and application of techniques. Dynamic simulation is then utilized to give the student the confidence that techniques learned work effectively under stress and are easily retained.

CJTC CERTIFIED FIREARMS TRAINING     $150.00     8 hours
This course is conducted in indoor ranges either in the Tri-Cities or in remote locations per our class schedule.  You will need to bring the firearm(s) with which you want to qualify and 100 rounds of appropriate ammunition.  Ballistic eye protection, hearing protection, and body armor are required and a limited number of these items are available for use.  Please let us know if you need body armor. The course of fire can be found here.

After completion of the classroom instruction and testing you have met the requirements of the DOL for an unarmed Recovery Agent license.  Include a copy of your signed test, Form 731, with your application to the DOL.  If you qualified with a weapon, include a copy of the range qualification form.  If you desire an armed Recovery Agent license you must also submit your forms to the CJTC.  The original test and qualification forms must be submitted to the CJTC with Form 726.  Include a check for $100.00 payable to the CJTC.

PROJECTILE EMDs: TASER X26/M26     $200.00
The projectile electro-muscular disruption (EMD) device is rapidly becoming one of the most widely used forms of non-lethal compliance tools.  While this tool is not a panacea for handling non-compliant subjects, it is extremely effective in trained hands and can help to reduce injuries to both the subject and the agent. Proper deployment is crucial to ensuring minimal exposure to liability. This six-hour course includes:

· History and development of the TASER and other EMDs
· Effect on humans and animals
· Maintenance and testing
· Operational Characteristics
· Deployment Methodology
· Probe removal and safe disposal

While not a requirement, we strongly recommend that students volunteer for training exposure.  During the course of the training each student will deploy a minimum of two TASER cartidges.

FIELD OPERATIONS     $300.00

1.  OCAT OC/Pepper Spray
OC remains one of the more popular means of non-lethal control used by law enforcement in those departments that do not yet have TASERs. Instruction is provided in the application of OC, post application procedures, positional asphyxia, and responses to an OC attack. Through actual exposure to OC the student will accurately understand the effects of OC, as well as his/her ability to survive an assault even after exposure. This course includes:
· What is OC
· Uses for Bail Enforcement
· Applications Procedures
· Post Application Procedures and Decontamination
· Positional Asphyxia
· Special Attention Individuals
· Responses to OC Attack
· Care and Storage of OC units

2.  Baton, fixed or expandable
The use of the impact weapon, specifically the Expandable Baton, is covered extensively under medium level control options. Utilized because of its concealability and psychological deterrence, the expandable baton is an essential tool for confronting levels of resistance where lower levels of empty hand control are ineffective. Due to the possibility of the baton being used as a lethal weapon if lost to an adversary the student will undergo special training emphasis on baton retention skills.  Techniques taught in this course are applicable to any baton-type weapon. This block of instruction includes the following:

· Control Theory
· Technical Characteristics of the Expandable Baton
· Body Mechanics
· Training Terminology
· Baton Escort and Takedown Skills
· Baton Blocks
· Baton Strikes
· Baton Retention

3.  PATH Handcuffing
The student will learn the skills to safely employ handcuffs with compliant and non-compliant subjects and will be able to demonstrate application techniques for standing and prone subjects. While this is one of the most basic skills needed by the Bail Recovery Agent, it is imperative to use standardized procedures to minimize risk of injury to the subject or the Agent.

4.  Defensive Tactics
All body dynamics presented in this section of the course are based on the body’s gross motor movement and are specifically designed for execution under extreme high stress, violent confrontations. Combative skills are based on the principles of close quarters combat, which will be continually emphasized throughout this course of instruction. These principles include: instinctive simplicity; surprise; total commitment; counter attacking; and survival mindset.

· Body Mechanics
· Target Areas
· Blocks
· Strikes
· Striking Sequences
· Application of Strikes During Situational Defense

5.  Building Entry and Searching
Agents that are involved in the execution of forced-entry fugitive recoveries are conducting one of the most hazardous duties that can be done in law enforcement today. Because of the inherent dangers in conducting these operations Agents must be trained to minimize physical and legal risks to themselves, the suspects, bystanders and their agencies. This block of instruction will supply Agents with the skills necessary to conduct Forced Entry recoveries as safely as possible.

· Development of an operational plan on how to approach, enter and secure a building and its occupants during a Forced Entry
· Organizing the roles and responsibilities of entry and perimeter security teams
· Identification of essential personal equipment
· Identification of optional equipment that may be needed during special circumstances
· Proper use of entry tools to forcibly breach a locked or barricaded door
· Proper methods to make room entries and conduct patterns within buildings
· Appropriate responses if an Agent goes down

6.  Prisoner Control and Transport
The control and transport block begins with controlling techniques utilized at various less than lethal levels of resistance. These techniques are commonly used by Police and Military personnel during routine encounters with aggressive subjects. Techniques within this block of instruction are intended to be used when the encounter is not life threatening.

· Verbal Direction/Commands/Persuasion
· Escorts
· Pat Downs/Frisks
· Takedowns
· Vehicular Transport Safety
